Reasons To Disagree
No, this is being proven untrue. USA has refused to enter into Kyoto agreements, but individual US states and businesses see the dangers of being marginalised if they stay outside Kyoto, and are choosing to go with Kyoto - despite the stonewalling of Bush.
Countries that go with Kyoto will trade together and turn their backs on non-Kyoto trading partners.
And lastly, the looming oil crisis will spell the end of rampant international trade. Certainly shipping basic comodities like food all over the globe will largely end, except in cases where one particular country has a significant surplus of a particular product - in NZs case that will be beef. But the market for 'fresh' international produce will vanish. If you want fresh - you'll be buying local produce only.
N.Z. has no control over the tax systems of other soverign states, so that whatever we may wish, such a poliocy could not be enforced on potential competitors in the export market.
Kyoto is a costly total waste of time. See the BBC4 documentary "The Great Global Warming Swindle." It exposes Gore and his sycophants for what they - damned liars, expounding bad science and false statistics for their own ends. Witness Copenhagen - a waste of time and money with a MASIVE "carbon footprint" - result? Freak all!

Reasons To Agree
The Kyoto protocol is a silly idea, however, since we were silly enough to become involved in it, then it makes sense that we would need everyone else to implement Kyoto as well so that no competitive edge is gained or lost in the process
I disagree with the Kyoto treaty, however since it exists I must agree with the posited statement. I would further state that until the the main pollutant countries such as USA, China, India etc have ALL signed up - NO-ONE else should do so.
This is on the presumption that Kyoto is the correct approach. Ther might be better approaches.
