Recycling should be free to encourage people to recycle, whilst rubbish collection should cost people per bag or volume so that less waste is generated.

You make the waste? You pay for the waste.

NO! - the only fair way is for the user to pay the full cost.

Some people can't afford or be bothered to buy bags, but if people had to buy their own bags it would be an incentive to reduce, reuse and recycle more.

Reasons To Agree

Some tenants get short of cash and can't pay even the small cost of a council rubbish bag. It is for the benefit of neighbours and the general public health, that residential rubbish is collected for free.

Purchasing bags discourages proper disposal as there is an inherent risk of people getting rid of rubbish in improper ways

I thought it alread was paid by rates. Our rates are so high, the money must be going somewhere. I guess they're just not going to actual services.
