Some people choose to use other rubbish collection agents rather than the council ones, why should they susidies the council rubbish collection?

Reasons To Agree

Some tenants get short of cash and can't pay even the small cost of a council rubbish bag. It is for the benefit of neighbours and the general public health, that residential rubbish is collected for free.

I thought it alread was paid by rates. Our rates are so high, the money must be going somewhere. I guess they're just not going to actual services.
