Actions speak louder.
it allows those groups with large cash asserts to bully councils into giving in, by use of large repetitive court costs until the councils give in!

The RMA preferences ANYBODY objecting to ANYTHING!
Large development co's can perhaps better afford the costs involved in placating the RMA enforcers.
